Bundesbank Updates Address AnaCredit and Investment Firms Regulation
The Deutsche Bundesbank published results of the bank lending survey for the third quarter of 2022 and the manual for AnaCredit plausibility checks, along with the supporting document for the outlier and plausibility checks for AnaCredit reporting. Both these documents are expected to be valid from February 01, 2023. Additionally, the Federal Financial Supervisory Authority of Germany (BaFin) is seeking comments, until November 21, 2022, on the draft securities institutions' Remuneration Ordinance (WpIVergV) to the Securities Institutions Act (WpIG), which implements the European Investment Firms Directive (IFD). The draft of the WpIVergV only covers "medium-size securities institutions", the remuneration requirements of the WpIVergV does not apply to “small securities institutions.”
The results of the bank lending survey highlight that credit standards for private housing loans have increased for the second time in a row, since the introduction of the survey in 2003. The overall credit conditions also became considerably more restrictive in all three credit segments—business lending, lending to households for house purchase, and lending to consumers and other households. The results show that overall corporate demand for credit has increased slightly. In the case of corporate loans, short-term loans in particular were in greater demand than in the previous quarter, whereas demand for personal loans for house purchase fell in the third quarter at the sharpest rate. The negative impact of the Eurosystem's asset purchase program on earnings of banks has noticeably weakened over the past six months. The survey took place between September 16, 2022 to October 4, 2022 with participation from 33 German banks.
