FED Consults on Capital Assessments and Stress Testing Data Collection
FED is inviting comments on a proposal to extend for three years, with revision, the mandatory Capital Assessments and Stress Testing information collection via the FR Y-14A, FR Y-14Q, and FR Y-14M reports. This information collection is applicable to bank holding companies with consolidated assets of USD 50 billion or more and U.S. intermediate holding companies established by the foreign banking organizations. The proposed revisions to the FR Y-14 would be effective with the reports as of September 30, 2017, except for certain revisions to the FR Y-14A reports, for which the first collection would be the December 31, 2017 as of date.
FED proposed to revise and extend for three years the Capital Assessments and Stress Testing information collection (FR Y-14A/Q/M); modify scope of the global market shock component of stress tests to include certain U.S. intermediate holding companies of foreign banking organizations; and make other changes to the FR Y-14 reports. The reporting frequency for this information collection is annual, semi-annual, quarterly, and monthly. The proposed revisions to the FR Y-14M consist of adding two items related to subsidiary identification and balance amounts, which facilitate use of these data by the OCC. The addition of these items would also result in the removal of an existing item that identifies loans, where the reported balance is the cycle-ending balance. A limited number of other changes to the FR Y-14 are proposed. As part of this, two schedules on the FR Y-14A would be removed from the collection.
The semi-annual FR Y-14A collects quantitative projections of balance sheet, income, losses, and capital across a range of macroeconomic scenarios and qualitative information on methodologies used to develop internal projections of capital across scenarios. The quarterly FR Y-14Q collects granular data on various asset classes, including loans, securities, and trading assets, and pre-provision net revenue for the reporting period. The monthly FR Y-14M comprises three retail portfolio and loan-level collections, along with one detailed address matching collection to supplement two of the portfolio and loan-level collections. Data collected through the FR Y-14A/Q/M reports provide FED with the information and perspective needed to help ensure that large firms have strong, firm-wide risk measurement and management processes supporting their internal assessments of capital adequacy and that their capital resources are sufficient given their business focus, activities, and resulting risk exposures.
