    FDIC Letter on Submission of Call Reports by End of January 2020

    FDIC, in a letter to financial institutions, announced that the Consolidated Reports of Condition and Income (Call Reports) for the December 31, 2019 report date must be submitted to the Central Data Repository of the relevant US agencies by January 30, 2020. An institution with more than one foreign office, other than a “shell” branch or an International Banking Facility, is permitted an additional five calendar days to submit its Call Report data. Such an institution must electronically file its data to the Central Data Repository no later than February 04, 2020. The Call Report forms for December 2019 are available through the FFIEC and the FDIC websites. No new data items take effect this quarter in the Call Report.

    In a final rule that took effect on July 22, 2019, the banking agencies have expanded the eligibility to file the FFIEC 051 Call Report to institutions with total assets less than USD 5 billion that also meet certain non-asset-size criteria. Institutions that reported less than USD 5 billion in total assets as of June 30, 2018 and meet the other eligibility criteria may choose to file the FFIEC 051 Call Report for the December 31, 2019 report date. The option to file the FFIEC 051 Call Report as of December 31, 2019, is also available to institutions that have reported total assets of less than USD 1 billion, as of June 30, 2018, and meet the other eligibility criteria, but filed the FFIEC 041 Call Report for the first three quarters of 2019. 

    Starting with the March 31, 2020 report date, an eligible institution can choose to file the FFIEC 041 or the FFIEC 051 Call Report and should file the same version of the Call Report for each quarter of the calendar year. The USD 5 billion asset-size test for eligibility to file the FFIEC 051 Call Report for report dates in 2020 is based on the total assets an institution has reported as of June 30, 2019. Separate updates to the instruction book for the FFIEC 051 Call Report and the instruction book for the FFIEC 031 and FFIEC 041 Call Reports for the fourth quarter of 2019 are available on the FFIEC and the FDIC websites. In addition, for guidance on certain reporting issues, institutions can refer to the interagency Financial Institution Letter (1-2020) and the accompanying Supplemental Instructions for December 2019.
