    AMF Issues Regulatory Updates for Banking Sector

    AMF announced an extension for the concerned financial institutions to continue to exclude central bank reserves and sovereign-issued securities from the leverage ratio exposure measure until December 31, 2021. On April 09, 2020, AMF had announced its decision to temporarily exempt these exposures from the leverage ratio until April 30, 2021. AMF also updated annual statement forms and e-services disclosure guide to help trust companies and savings companies in completing the periodic disclosures required by AMF. Additionally, AMF notified that the Canadian Securities Administrators (CSA) has published a staff notice on the recent developments regarding interest rate benchmarks.

    The CSA staff notice highlights that, on November 12, 2020, Refinitiv Benchmark Services (UK) Limited (RBSL), the administrator of Canadian Dollar Offered Rate (CDOR), announced that the six-month and 12-month tenors of CDOR will cease to be published effective May 17, 2021. The one, two, and three-month tenors of CDOR will continue to be published after May 17, 2021. The staff notice also outlines international developments to replace key inter-bank offered rates (IBORs) with nearly risk-free reference rates (RFRs). In particular, UK, U.S., and other countries are working to replace the London inter-bank offered rate (LIBOR) with alternative risk-free rates before the end of 2021. CSA encourages market participants affected by these changes to make appropriate transition arrangements well in advance of the effective date of any change, to avoid potential business or market disruptions.
