    BCBS Issues Thirteenth Progress Report on Adoption of Basel Framework

    BCBS published its thirteenth progress report on the adoption of Basel regulatory framework. This updated progress report on adoption of the Basel regulatory framework provides a high-level view of the progress of BCBS members in adopting Basel III standards as of the end of September 2017.

    The report focuses on the status of adoption of all the Basel III standards to ensure that the Basel standards are transformed into national law or regulation according to the internationally agreed timeframes. Basel III standards are expected to become effective by 2019. The report is based on information provided by individual members as part of the Regulatory Consistency Assessment Program (RCAP) of BCBS. The report includes the status of adoption of the Basel III risk-based capital standards, the liquidity coverage ratio (LCR), the net stable funding ratio (NSFR), the standards for global and domestic systemically important banks (SIBs), the leverage ratio, the large exposure framework, the interest rate risk in the banking book (IRRBB), and the disclosure requirements.

    The report reveals that, as of the end of September 2017, all 27 member jurisdictions have final risk-based capital rules, LCR regulations and capital conservation buffers in force. Twenty-six member jurisdictions have issued final rules for the countercyclical capital buffers and for domestic SIBs frameworks. With regard to the global SIBs framework, all members that are home jurisdictions to global SIBs have final rules in force. Twenty-one member jurisdictions have issued final or draft rules for margin requirements for non-centrally cleared derivatives and 22 have issued final or draft rules for monitoring tools for intraday liquidity management. In addition to periodically reporting on the status of adoption, all BCBS members undergo an assessment of the consistency of their domestic rules with the Basel standards.
