US Agencies (CFPB, CFTC, FED, and SEC) published their respective semi-annual regulatory agenda. CFPB, CFTC, and FED published the agenda as part of the Fall 2018 Unified Agenda of Federal Regulatory and Deregulatory Actions (Unified Agenda). Publication of the Unified Agenda and the Regulatory Plan represent key components of the regulatory planning mechanism prescribed in Executive Order 12866 titled “Regulatory Planning and Review,” Executive Order 13771 titled “Reducing Regulation and Controlling Regulatory Costs” of January 30, 2017, and Executive Order 13777 titled “Enforcing the Regulatory Reform Agenda."
The Fall editions of the Unified Agenda include the agency regulatory plans as required by Executive Order 12866. The plans identify regulatory priorities and detail the most important significant regulatory actions that agencies expect to take in the coming year. In addition, the Regulatory Flexibility Act requires that agencies publish semi-annual regulatory flexibility agenda describing regulatory actions they are developing that will have significant effects on small businesses and other small entities. The complete fall 2018 Unified Agenda contains the Regulatory Plans of 28 federal agencies and 66 federal agency regulatory agendas.
The following is a brief description of the regulatory agenda of each agency:
- CFPB agenda lists the regulatory matters that CFPB reasonably anticipates having under consideration during the period from October 01, 2018 to September 30, 2019. The CFPB participation in the Unified Agenda is voluntary. As per CFTB, this information is current as of August 30, 2018.
- CFTC published a semi-annual agenda of rulemakings that the CFTC expects to propose or promulgate over the next year. CFTC welcomes comments from small entities and others on the agenda.
- FED agenda is divided into four sections. First is the proposed rule stage, which reports on matters FED may consider for public comment during the next six months. Second is the final rule stage, which reports on matters that have been proposed and are under Board consideration. The third section, Long-Term Actions, reports on matters for which the next action is undetermined or will occur more than 12 months after publication of the Agenda. The fourth section, Completed Actions, reports on regulatory matters FED has completed or is not expected to consider further.
- SEC published the Chairman's agenda of rulemaking actions pursuant to the Regulatory Flexibility Act. The items listed in the Regulatory Flexibility Agenda for Fall 2018 reflect only the priorities of the Chairman of the U.S. SEC and do not necessarily reflect the view and priorities of any individual Commissioner. SEC invites questions and public comment on the agenda and on the individual agenda entries. Comments should be received on or before December 17, 2018.

APRA published the updated reporting standards and guidance for the collection of Economic and Financial Statistics (EFS), following a consultation process. Also published was a response letter to the feedback received on the proposal for amending the EFS reporting standards and guidance.
EC is consulting on a draft delegated regulation to supplement the Taxonomy Regulation (2020/852) by establishing the technical screening criteria for determining the conditions under which an economic activity qualifies as environmentally sustainable.
The IFRS Foundation published material highlighting the ways in which existing requirements in IFRS standards require companies to consider climate-related matters when their effect is material to the financial statements.
FSB published a progress report on the implementation of reforms to major interest rate benchmarks, including the London Inter-bank Offered Rate (LIBOR) benchmark.
