    EBA Sets Out Decision on Reporting for IPU Threshold Monitoring

    The European Banking Authority (EBA) adopted the Decision on supervisory reporting for intermediate European Union parent undertaking (IPU) threshold monitoring for entities belonging to the third-country groups, including third-country branches. Accompanying this Decision are the templates and related instructions for threshold monitoring and for EBA feedback to support the associated decision process.

    The European Union parent institutions, standalone institutions, and branches of third-country groups are the entities covered by this recent Decision. The Decision specifies that the competent authorities shall report to EBA the information on the total value assets held by the entities within the scope of their jurisdiction in the format specified in the Annexes to this Decision. EBA will, in turn, provide feedback to the relevant competent authorities for each third-country group to facilitate cooperation between the competent authorities and support their European Union parent undertaking decision process. The Capital Requirements Directive (CRD) mandates EBA to facilitate cooperation between competent authorities, including for the purpose of the intermediate European Union parent undertaking threshold monitoring. Competent authorities shall report to EBA the data requested in Articles 21b(6) and 47(2) CRD, in accordance with the IPU Guidelines. Article 47(2) of CRD requires competent authorities to report to EBA all the branch authorizations granted to credit institutions having their head office in a third-country and any subsequent changes to such authorizations, total assets and liabilities of the authorized branches of credit institutions having their head office in a third country, and the name of the third-country group to which an authorized branch belongs. Competent authorities shall submit the specified data to EBA by June 30 of every year while EBA shall send feedback on the total amount of assets of third-country groups to competent authorities by July 31 of every year. The decision will enter into force from the following day after its approval.
