APRA Proposes Revisions to APS 330 Related to Public Disclosure

    November 09, 2017

APRA proposed revisions to the Prudential Standard APS 330 Public Disclosure (APS 330). This standard facilitates market discipline by providing a set of common disclosure requirements for authorized deposit-taking institutions to allow market participants to assess authorized deposit-taking institutions' capital adequacy, remuneration, and other indicators of financial condition and risk profile. Through APS 330, APRA has implemented Pillar 3 disclosure requirements of BCBS. The consultation period ends on December 08, 2017 and APRA is proposing that the revised APS 330 would be effective from July 01, 2018.

BCBS released updates to its Pillar 3 framework in June 2015, January 2015, and March 2017. The June 2015 update included release of disclosure requirements for the net stable funding ratio (NSFR). The January 2015 revisions focused on disclosures to improve the transparency of the internal ratings-based (IRB) approach to credit risk. The March 2017 revisions consolidate the existing Pillar 3 disclosure requirements, including liquidity ratios, among other enhancements. The proposed revised APS 330 consolidates the NSFR disclosures and liquidity ratio disclosure requirements. However, APRA is not proposing to include other updates, which BCBS proposed in January 2015 and March 2017. APRA intends to consult on all other changes to APS 330 when the next phase of the Basel Committee’s review of the Pillar 3 framework is finalized.
