BaFin and Bundesbank Publish Regulatory and Reporting Updates
The Federal Financial Supervisory Authority of Germany (BaFin) announced the decision to increase the countercyclical capital buffer (CCyB) rate from 0% to 0.75%, with effect from February 01, 2022. As announced earlier, BaFin also intends to introduce a sectoral systemic risk buffer of 2.0% for risk-weighted assets on loans secured by residential real estate as of April 01, 2022. Additionally, the General Decree on the systemic risk buffer is expected to be published at a later date. Deutsche Bundesbank, another German authority, published updates as part of the AnaCredit and the European Banking Authority (EBA) reporting framework by banks, along with the frequently asked questions about reporting risk-bearing capacity information, according to the Financial and Risk-bearing Capacity Information Ordinance (FinaRisikoV).
As part of the reporting updates, Bundesbank published Version 14 of the AnaCredit validation rules manual, which is expected to be valid from August 01, 2022. Changes have been made with respect to the completeness and consistency criteria and plausibility checks. The manual on validation rules supplements the guidelines for AnaCredit data and the reporting manual. It describes all validations that are performed to ensure satisfactory data quality. In addition to the validations, plausibility checks are performed to reveal outlier values. Additionally, with respect to the EBA reporting framework, Bundesbank published the nationally deactivated validation rules for reporting by banks. The document on nationally deactivated validation rules contains a list of the EBA validation rules deactivated in the Bundesbank system. The updated information in the document pertains to the EBA taxonomies 3.0 and 2.10 and the document is expected to be updated at regular intervals.
