    FED Publishes Federal Notices and Updates Multiple Reporting Forms

    FED published the final Federal Register notice adopting a proposal to extend for three years, without revision, the reporting requirements associated with Regulation XX Concentration Limit (FR XX) and Financial Company (as defined) Report of Consolidated Liabilities (FR XX-1). FED also posted initial Federal Register notices related to reporting forms FR 2226, FFIEC 002/FFIEC 002S, and FR Y-9.

    With regard to FR 2226 (Annual Report of Net Debit Cap), FED published the notice proposing revisions, along with the extension for three years. FED is requesting comment on proposed changes to part II of the Federal Reserve Policy on Payment System Risk (PSR policy) related to procedures for determining the net debit cap and maximum daylight overdraft capacity of a U.S. branch or agency of a foreign banking organization. Comments on the proposed changes must be received on or before February 12, 2018. FED also published a proposal to extend, with revision, the Report of Assets and Liabilities of U.S. Branches and Agencies of Foreign Banks (FFIEC 002) and the Report of Assets and Liabilities of a Non-U.S. Branch that is Managed or Controlled by a U.S. Branch or Agency of a Foreign (Non-U.S.) Bank (FFIEC 002S), which are currently approved collections of information. The proposed revisions to these reports would align with the corresponding changes made to the Consolidated Reports of Condition and Income (FFIEC 031, FFIEC 041, and FFIEC 051). Comments must be submitted on or before February 26, 2018. 

    FED is also inviting comment on a proposal to extend for three years, with revision, the mandatory Financial Statements for Holding Companies (FR Y-9) on or before 60 days after publication in the Federal Register. Among the FED information collections that have been under review, multiple reporting forms have been updated, in addition to posting of the final OMB supporting statement for various reporting forms:

    • Final OMB supporting statement was posted for Quarterly Savings and Loan Holding Company Report (FR 2320), FR VV, FR XX, and FR XX-1 
    • Draft reporting forms and draft instructions were posted for FFIEC 002/FFIEC 002S
    • Updated reporting forms FR 2320 and FR XX-1 were posted
    • Updated reporting forms and instructions were posted for FR Y-9C, Parent Company Only Financial Statements for Large Holding Companies (FR Y-9LP), Parent Company Only Financial Statements for Small Holding Companies (FR Y-9SP), and Capital Assessments and Stress Testing reporting forms (FR Y-14A/Q/M), in addition to the updated technical instructions for FR Y-14Q.
