    RBNZ Issues Responses to Proposal on Framework for Identifying D-SIBs

    RBNZ published the summary of submissions received, along with individual submissions, for consultation on the framework for identifying domestic systemically important banks (D-SIBs). RBNZ received four responses to the consultation, which were from ASB, ANZ, BNZ, and Kiwibank. In general, respondents support the proposed framework for identifying D-SIBs. The final framework for identifying D-SIBs and the list of D-SIBs will be published in November 2019, along with all other capital review-related decisions.

    RBNZ had launched a consultation on the framework for identifying D-SIBs on April 08, 2019,, with a feedback deadline of May 31, 2019. The main purpose of the framework is to provide the methodology for identifying D-SIBs, as a complement to the review on the new bank capital adequacy requirements. The proposed framework uses an indicator-based methodology that is aligned with international practices. The significance of banks to the financial system is evaluated according to four categories of bank characteristics and activities—size, interconnectedness, substitutability, and complexity. Using the proposed framework, ANZ NZ, ASB, BNZ, and Westpac NZ are being identified as D-SIBs in New Zealand.
